Lormes

Lormes is municipality located in the Bourgogne-Franche-Comté Region. “Let’s Invent together the rural territory of the Future” is the slogan of the project, initiated by Lormes in 2015. This journey began in the late 1990s and early 2000s, with a ground-breaking territorial 2.0 policy to foster the economic and social potential of ICT and Internet for remote rural areas. Since these years, the municipality developed different solutions : the creation of a platform "Faire compagnie" to answer isolation of the elderly, a "digital mission" to promote digital inclusion or the implementation of transportation facilities to the different schools of the area.
Lormes has an ambition to be a village of the future. Connected to global digital opportunities but also galvanising the community to co-create priority local services. The fibre-optic internet in every street and a multi-functional digital hub/fab-lab and related services, create new opportunities for business, local government modes and the rural community.

Lormes has at an early stage seen digital transformation as an opportunity for local development. Already in 2003, an initiative was launched to promote digital inclusion by means of capacity building measures in the local community. Somewhat later, a rural digital hub was set up consisting of eight offices that were equipped with high-speed internet connections . Over the years, the digital hub developed into a vibrant local ecosystem facilitating the emergence of digital projects for the private and public sectors. After a trial period, the installation of a local fibre optic network began in 2018 to provide high-speed internet access to all residents and local businesses. As the village is located in a sparsely populated area, network roll out was initiated by a public initiative (RIP). Based on the network infrastructure operated on behalf of the local authority, commercial operators offer high-speed service packages to individuals and businesses. Today, almost 2000 premises are passed by the local fibre optic network.

Digital platform “Faire compagnie” (“to keep company”)

This digital platform was created with the support of Lormes municipality. It is a social network to help neighbors to meet. Through the platform, inhabitants can ask for help, but also exchange moments of conviviality, according to their needs. The platform is really easy to use : each inhabitant can connect for free on the website, and share moments or services with their neighbors.

Creation of a “Digital mission” association

In 2003, in partnership with the inhabitants, the municipality set up the first ‘Digital Mission’ association to provide digital inclusion
and education support to the community. The objective is to raise awareness, educate and animate different innovative programmes on technology. It proposes digital training, for citizens or companies. Teleworking spaces are also made available for companies or inhabitants.
